Minutes:

RESOLVED that Councillor Ian Hutchinson be elected as Chair for the duration of the meeting. 

 

The Chair conveyed apologies for Councillor Trevor Cessford who could not attend due to illness.

Application for a premises licence in respect of Party in the Park, green field, west of Craik Park, Mitford Road, NE61 2YX. 

 

The Chair outlined the rules of the hearing and procedure to be followed at the meeting.   

 

Helen Tait, Senior Licensing Officer advised all of the application which had been received from AV Productions Limited for a premises licence in respect of Party in the Park, green field, west of Craik Park, Mitford Road, NE61 2YX. 

                      

The applicant had applied for the licensable activities for the supply of alcohol and regulated entertainment on and off the premises.   

 

One representation had been received from an interested party on the grounds of public nuisance and public safety. 

 

The options for the determination of the application were listed within the report.   

 

The Subcommittee received the written report of the Licensing Officer and heard evidence from Mr Holden and Mr Race – Applicants.  The applicant confirmed that the application was for the supply of alcohol on the premises, not off.  The applicant also clarified the red line boundary of the premises.   

 

Written representations had been received from Julia Bonner, Senior Environmental Health Officer and Carol Mather, resident. 

 

The Subcommittee took into account the Licensing Act National Guidance and the Council’s own Licensing Policy and determined to GRANT a licence for Party in the Park family music festival to be held on one occasion annually between 1 May 2022 to 31 October 2022 and which shall be held on 3 consecutive days Friday to Sunday. 

 

The licensable activities are:- 

 

  • Supply of alcohol (on premises) Friday - Sunday 12:00 to 23:30 hrs 
  • Performance of dance (indoors and outdoors) Friday - Sunday 12.00 to 23:00 hrs 
  • Recorded music (indoors and outdoors) Friday – Sunday 12:00 to 23:00 hrs 
  • Live music (indoors and outdoors) Friday – Sunday 12:00 to 23:00 hrs 

 

The conditions to be attached to the licence are:- 

 

1.      Between the hours of 12:00 to 23:00 on Friday, Saturday and Sunday of the event, the Music Noise Level (MNL) for the event shall not exceed 65dB (A) Leq 15 min and 63Hz octave frequency bands for the MNL shall not exceed 70dB Leq 15 min at the nearest noise sensitive properties identified in the following locations 55.158248, -1711136 and 55.152995, -1.707852 and houses in Townend Crescent. These noise levels will be measured with calibrated noise equipment at these locations (at least) between 12:00 and 13:00 hours, 17:00 and 18:00 hours and 22:00 and 23:00 hours on each day of the event. The measurements made are to be kept and made available after the vent for inspection by Officers of the Council if required. 

 

2.   A bespoke Event Management Plan shall be prepared and submitted annually to the Licensing Authority for approval at least 8 weeks prior to the event Party in the Park. The approved Event Management Plan will be adhered to throughout the event. 

3.   The maximum capacity of the event at any one time shall be 2000 patrons.
