REPORT OF THE DIRECTOR OF PEOPLE AND CULTURE Change to Terms and Conditions of Employees up to Band 13
To inform the Members of the recent consultation and agreement that has been reached on changes to the overall terms and conditions of employment for Northumberland County Council.
Currently, staff are covered by the ‘Single Status and Job Evaluation Agreement’ which was agreed in 2011 and has not been revised since then.
The purpose of this report is to ask the committee to agree to implement the new terms and conditions effective from 1 February 2025, with some pay elements backdated to 1 April 2024. Additional documents:

Members were informed about the recent consultation and agreement that had been reached on changes to the overall terms and conditions of employment for Northumberland County Council. The report was presented by Andrew Meikle, Senior People Manager.
In answer to queries from Members, the following comments were made:-
• It was confirmed that the funding required had been allocated within the budget in anticipation. • There had been an issue in October 2023, prior to proposals being drawn up, with Trade Union colleagues sharing information without full context which led to Housing staff briefly withdrawing their services. Following this incident an agreement outlining the responsibilities of all parties involved had been signed agreeing to abide by the principles of the consultation.
RESOLVED
(1) To note the locally negotiated changes to the terms and condition of employment for Northumberland County Council.
(2) To approve the formal adoption of the new terms from 1 February 2025.
(3) To agree that the financial elements of the new terms that are beneficial to employees are retrospectively applied from 1 April 2024. |
